Weapons

leveling
You don't get more affinity if you level the weapon more than once, unless you use the Focus system.
After ranking something to level 30 there are 4 things you can do with it:
You enjoy the weapon, and thus you keep it in your inventory.
Once you unlock the Focus system, you can earn mastery by way of Focus Points.
The weapon can be used in the creation of another weapon, and you are not interested in keeping it.
Use it as a component of the other weapon, if you need it.
The weapon has no other uses and you hate it.
Sell the thing. It's not going to be used, and it isn't worth anything to you. It's just taking up space in your inventory.
Exceptions to #3:
Weapons that can only be obtained once from quests and the like. While DE may let you rebuild these weapons at some point, currently, you can only acquire them once from a mission/login reward. You might want to hold on to them.
Prime Weapons that are vaulted. You likely want to hold onto them because you won't be able to get them for a long time. Still, if you already have the mastery from the weapons and you don't ever use them, it's a fairly small loss trashing them. It's just one that you might regret down the line.

Cephalon fragments are obtained using a codex scanner.
The scanner can be built through the foundry then selected in game by holding Q and clicking it. The easiest way to find these is the repeatable Ara mission on mars. Most of the time they are in plain sight and located near the end of the map, you can backtrack if you didn't find one.
